"Profile" vs "Rule"

When you are creating custom settings in your Tax, Payment, Adjustment and
Shipping areas of your IASP Shopping Cart Control Panel you will notice that
your custom settings are broken up into two parts. When you enter any of these
areas you will see two lists of settings.
The top list contains your Tax/Payment/Adjustment/Shipping Profiles.
The bottom list contains your Tax/Payment/Adjustment/Shipping Rules.
So what is the difference between a Profile and a Rule?
Briefly, you can think of a Profile as answering the question "What should happen?"
While a Rule answers the question "Who should it happen to?".
In most cases a Rule will reference a specific Profile.
